Height of Homepage Cards in`az_bootstrap` theme causing height bugs with one column layouts

Solves SN INC0528482 - Update Homepage card styling to remove large, unnecessary gaps.

If using “Homepage Card” on layout builder or as a block, verify that having multiple homepage cards do not cause disruption to the page.

Review `az_antispam` module for misspellings

Solves SN INC0528482 - Updated header templating to update image alt text defaults.

Verify that logo alternative text reflects the department’s site name (such as Department of Administration), instead of “Home”.

Theme - Update default anchor/link texts to have contrast

Updated styling to Agency Platform default theme to solve anchor and body link text accessibility issue. In some cases, anchor text is generated in light blue which fails contrast checks, in other locations the anchor text is generated with a dark grey/blue.

Verify the thickness of hyperlinks in standard content text is more bold.

Theme - Update Navigation Menu children links to bold for contrast

Improved contrast of third level menu items to fix accessibility issues.
